The definition of“high pollution, high environmental risk” is determined by the data research and the study of the policies, laws and regulations and other documents;according to our country “high-polluting, high-energy-consuming and resource-dependent ” industry related export policy documents, the “double high” list released by Ministry of Environmental Protection over the years,interpretation and summary on the new policy for China's corresponding industry product, the development process of 《Comprehensive directory of environmental protection》 and the list on the guiding role of the part of China's industry were concluded. It is pointed out that our country will further improve the list according to the characteristics of the “double high”products, lay down the corresponding environmental management system, and make the list as an important basic work of environmental protection.
