Based on the existing coal mine flooding theory with the trouble to analyze inherent system law problems, Based on the fractal thought, according to statistical data of coal mine flooding accident from 2001 to 2010 in China, research on flooding accident’s spatio-temporal distribution sequence has been carried out by use of box-counting method and death tolls-frequency model based on fractal theory. The results proved that the fractal characteristics of spatial distribution of coal mines’ flooding accident existed impersonally, Semi-humid flooded zone was more difficult to control, and coal mine tended to cause flood accident more. It was necessary to scrutinize the region hydrology changes caused by water area to prevent and control coal mine flooding accident effectively.
