Based on a multi-attribute group decision-making model for establishing coalmine flood emergency response plans with mixed features of intuitionistic fuzzy, hesitant fuzzy, a multi - attribute group decision model to establish the decision maker and the decision attribute weight information completely unknown was proposed. From the perspective of the content of the plan, the index system for evaluating the effectiveness of the coal mine flood emergency plan was combed. In order to effectively avoid the irrationality caused by subjective weighting, based on the method of AHP consistency test, the weight information of decision attributes was determined, the decision attributes were ranked, and the factors affecting the evaluation were optimized to determine a more scientific evaluation system.
