Effect of coal gangue on environment and its comprehensive utilization ways were introduced briefly in this paper. Taking practical design as example, comprehensive utilization program of coal fly ash and coal gangue was settled through technical and economic comparison. It made environmental and economic sense to make full use of existing resources based on analysis of general conditions, including fly ash, coal gangue occurrence and emissions.
