Based on analysis of pre-splitting blasting mechanism of hard coal seam in fully mechanized caving face, the evaluation system with taking blasting environment, blasting management and blasting technology as main factors and taking geological conditions, mine pressure and roadway stability as main indexes was established. Maximum weight of blasting environment was calculated by quantitative calculation. The reasonable result showed that its influence was ordered from technical personnel quality, geological conditions to establishment and implementation of the system in sequence.
