| Study on key technology of revision of detailed rules for prevention and control of coal and gas outburst |

Abstract More than a year has passed since the new edition of Detailed Rules for Prevention and Control of Coal and Gas Outburst was issued and implemented on October 1, 2019. In order to analyze the key contents of the revision of the detailed rules with relevant parties, starting from the necessity and principle of the revision of the detailed rules, with the method of comparative analysis and key interpretation, the main changes of gas prevention concept, regional outburst risk prediction method, regional outburst prevention measures, regional effect inspection requirements and the original regulations were studied. The results showed that the detailed rules fully absorbed the experiences and lessons of gas accidents, the latest outburst prevention concept into every link of gas prevention and control was given to improve two "four in one" comprehensive outburst prevention measures, it was suggested that coal enterprises should strengthen the whole process management of comprehensive prevention and control measures to reduce the interference of human factors. Finally, combined with the common problems encountered in the implementation of the detailed rules, the key points of gas prevention and control in coal mining enterprises and formulate positive countermeasures were given.
