Chemical industry is one of the highest energy consumption industries. In order to reduce the consumption of energy and resource, improve the efficiency of energy utilization and energy management, realize the target of the country’s energy consumption and pollution reduction, it is significant to build a modern chemical enterprise EMS which is well designed, function is complete and is combined closely with the production and management system. The design objectives, scope of the functionality and implementation of EMS network system were introduced. It was pointed out that using the information platform of EMS, the centralized scheduling, management and decentralized control of internal water, electricity, coal and steam resource etc. can be achieved, thereby ensuring the production and consumption balance, reasonable and full-scale utilization of energy source within the enterprises, reducing the loss and waste of energy source, realizing the real-time detection for the production processes and device running, video surveillance of safe and environmental protection as well as the association of contingency plans etc..
