Abstract In order to ensure the stability of the tower foundation of the high-voltage line and recover the coal resources to the maximum, Sima Mine of Shanxi Lu'an Group was taken as the study background. The top coal caving face was tested for partial filling mining of ultra-high water materials. According to the control requirements of the ground tower base, the size of the tower base was considered, it was determined that the filling range was 54 m × 89 m (prone to length × strike length), in which the mining height was reduced to 2.9 m, without top coal. In order to ensure the safety of the filling area without special filling hydraulic support, a support scheme of shifting-cutting coal-filling a complete cycle was designed. The field application showed that the use of limited-mining local filling ground towers was stable, with significant economic benefits, which could provide reference for coal resource recovery under similar conditions.
