Abstract In order to continuously build and improve the emergency rescue system and rescue capability evaluation method for coal mine accidents and standardize the rescue process, the common emergency rescue accidents and the existing problems of the rescue system were analyzed. The rescue process listed various evaluation indicators including emergency monitoring capability, emergency plan preparation ability, emergency rescue response capability and post-story recovery ability, could reflect the actual rescue capability of the rescue system, and the calculation method of the rescue system based on network analytic hierarchy process and minimum discriminant method was studied.
