Based on the interpretation of the opinions of the state council safety commission office on the construction of dual prevention mechanism on the guidelines for the prevention of serious and major accidents, a management system with the purpose of building a dual prevention mechanism for coal enterprises and the main function of coal mine safety risk control and hidden danger screening and control was designed. The technical architecture and functional structure of the system, the functional design of the main core functions of the system and the practical application effect of the system were introduced. The results showed that the implementation and application of the system met the requirements of safety risk hierarchical control and hidden danger screening and control in daily production of coal mines, providing a good example for coal enterprises to build a dual prevention mechanism.
