Underthe new normal, complicated situation of the development of the pharmaceutical industry, not only the  old problems should be solved, but also the new challenges should be faced. The pharmaceuticalindustry of Yancheng City was taked as the research object, the transformation and upgrading of the status of the pharmaceutical industryunder the new normal were analyzed, the factors affecting the pharmaceutical industrial transformation andupgrading were also analyzed from programme, environment， licensing， businessand otheraspects, and the suggestions to promote the transformation and upgrading of the pharmaceutical industry were put forward from the terms of programme, strategy, policy and business.
