Waterborne epoxy resin which can be dissolved by water has very good performances, so it is attracted more and more attention. The waterborne epoxy resin was prepared by self emulsifying method, and could be dissolved  in aqueous solution by the reaction of diethanolamine and epoxy resin through grafting the hydrophilic group amino to the epoxy resin matrio. Through changing the experimental parameters, the better preparation conditions were obtained. The product had good soluble and mobile,and could meet the requirment of solidification.
