Research on Chemical Environmental Management System Pollutant Release and Transfer Register Implementation Problems in Hebei Province and Its Countermeasures

As an important chemicals environmental management systems, pollutant release and transfer register(PRTR system) has been confirmed as an indispensable content of the overall policy framework of the international community government chemicals environmental management.With the development of the registration of hazardous chemicals environmental management in Hebei Province, the relevant work of PRTR system has been put on the agenda. The development history and content of PRTR system were introduced, and its implementing foundation of PRTR system in Hebei Province were analyzed. It is pointed out that the preparation work of implementing PRTR system in Hebei Province should be done well, in order to master the basic situation of toxic and harmful chemicals substance in Hebei Province,improve the administrative efficiency of government’s chemical management, promote enterprises emission reduce, enhance public awareness of chemicals management, and fully play their supervising role in the chemical environmental management.
