"Ten essential elements in Toxic Substances Control Act (TSCA ) reform" proposed by senior scientist Richard A. Denison in Environmental Defense Fund, five suggestions proposed by experts of American Chemistry Council on the reform of TSCA were introduced respectively.And the most focused substitute for TSCA, Safe Chemicals Act introduced by Senator Frank R. Lautenberg were summarized. Further the differences of TSCA and the Safe Chemicals Act was compared and analyzed from eight aspects, the study of safety data,burden of proof,assessment of safety,scope of assessment,chemicals and exposures of high concern,regulation action,information access and rulemaking requirement.
